As part of his work as the Deputy Director of ICC-BASCAP, the London Chamber of Commerce published an article written by Mr. Foucart entitled “Supply Chain Security and Covid-19” in its June monthly London Business Matters magazine. The timely piece he has written is sound advice that companies should be aware of the opportunities the pandemic created for counterfeiters and illicit traders.
On December 14th, Mr. Foucart was invited to and presented to the World Customs Organization (WCO) by providing a virtual presentation on Free Trade Zones as part of its annual meeting on FTZs. The event was/is held for Customs organizations and agencies around the world and over 500 members virtually attended this event.
On December 10th, as the Deputy Director of BASCAP, Bruce moderated a panel discussion regarding Free Trade Zones (FTZs) by a group of esteemed subject matter experts from the OECD, the RUSI think tank, as well as the World Free Zones Organization. The discussion included information regarding the current situation of FTZs including their impact on national economies as well as their unplanned contribution and creation of vulnerabilities of illicit trafficking within. While the dialogue explored some of the challenges FTZs presently face, it also covered effective solutions, as well as how to create adaptive and collaborative interventions.
In December 2020, as part of Michigan State University’s ACAPP Program's “Brand’s New World” Part II virtual conference series, Bruce participated as an SME in an online panel entitled “Exploring Free Trade Zones Globally: How Counterfeiters Take Advantage of this Trade Facilitator”. The panel included a discussion regarding the proliferation of free trade zones (FTZs) in order to facilitate trade around the world and how they create challenges to brand protection strategies. The discussion explored FTZs and how brands can develop effective solutions to these challenges and ultimately create more adaptive and collaborative interventions.
The Underwriters Laboratory "Be Safe, Buy Real" is a media campaign that raises awareness of the health, safety, and economic consequences caused by the crime of counterfeiting during World IP week, this year from 16-20 November. On November 18, 2020, Bruce was a featured panelists who provided input regarding counterfeiting organizations and the specific other crimes these transnational organizations are involved with. This is an article Bruce proudly wrote for Michigan State University’s "Brand Protection Professional," which is a quarterly magazine that is part of its A-CAPP program. The article involves a risk assessment on supply chains due to the Coronavirus pandemic. Bruce wrote the article on behalf of the International Chamber of Commerce's Business Action to Stop Counterfeiting and Piracy (BASCAP).
In July 2020, Bruce co-authored a document for small to medium enterprises (SMEs) entitled “A Guide to Managing Counterfeiting and Piracy Risks in the Covid-19 Era.” The paper was for the International Chamber of Commerce’s Save our SMEs or “SOS” program. The paper defines what counterfeiting and piracy are and best practices for SMEs to mitigate their vulnerabilities to counterfeiters.
In June 2020, the Royal United Services Institute (RUSI), the world’s oldest and the UK’s leading defense and security think tank, invited and welcomed Bruce as a member of its Strategic Hub for Organized Crime Research (SHOC). RUSI’s mission is to inform, influence and enhance public debate on a safer and more stable world. RUSI is a research-led institute, producing independent, practical and innovative analysis to address today’s complex challenges.
World Intellectual Property Day
On April 27th, World Intellectual Property Day, Bruce was responsible for writing a timely testimonial for Dr. Nabarro of the World Health Organization via one of his employers, the International Chamber of Commerce.
US Government Stakeholder Meetings
During the week of December 9th , Bruce arranged and attended several key US government
stakeholder meetings in Washington DC with several ICC-BASCAP company members
including those from HP Enterprises, Western Digital, Chanel USA and Baker McKenzie Law
Firm. Meetings were held with personnel from the US National Intellectual Property Rights
Coordination Center, the US Patent and Trademark Office, the US Council for International Business and the US Intellectual Property Enforcement Coordinator.
Interpol IP Crime Conference
On the week of October 20th, Mr. Foucart attended the Interpol IP Crime Conference in Cape Town, South Africa. Bruce represented ICC-BASCAP including participating as a subject matter expert on a panel entitled “Capacity Building – Leveraging Technology That Facilitates Learning”.
Europol IP Crime Conference
On June 18-19th , BASCAP Deputy Director Foucart attended Europol’s annual IP Crimes
conference in Malaga, Spain. Bruce participated as an expert in a panel discussion entitled
“working with intermediaries against counterfeiting and piracy”. Bruce spoke about how ICC- BASCAP engages with the maritime industry as part its maritime project as well as about
BASCAP’s landlord and e-Commerce initiatives in the area of third-party intermediaries.
USPTO Panel Participation
On June 6th , as the Deputy Director of the International Chamber of Commerce’s Business Action to Stop Counterfeiting and Piracy (ICC-BASCAP), Foucart attended the US Patent and Trademark’s Office’s forum on “Brand Protection and Anti-Counterfeiting Strategies”. Foucart
participated on a discussion panel called “Enlisting Allies in the Fight Against Counterfeiting”
and spoke about BASCAP’s collaborative work with intermediaries such as the maritime
industry as well as with law enforcement including the US IPR Center and Customs and Border
Northeastern University Training
On May 29th, Bruce was invited and taught an advanced Homeland Security class at Northeastern
University in Boston, Massachusetts regarding the dangers of counterfeits and the criminal
organizations behind counterfeiting. In attendance were approximately 20 graduate students
taking the class.
US State Department Sponsored Training
During the week of April 18, 2019, Bruce and a team of US State Department contractors
travelled and successfully provided instruction regarding financial crimes including terrorist and
proliferation financing and trade-based money laundering to a group of investigators and
regulators from the country of Indonesia. The training was funded by the US State Department.
SME for EUIPO
On April 9th and 10th, Mr. Foucart travelled and attended the European Union Intellectual
Property Office (EUIPO) Observatory strategy meetings in Alicante, Spain regarding fighting
counterfeiting and piracy globally. Bruce was recognized as a “subject matter expert” or SME
in the area of International Coordination by the EUIPO Observatory along with approximately
25 other recognized experts in their fields. The SME group meets a few times in Europe during
the course of a year.
In December, 2018, Bruce M. Foucart produced a white paper for the International Trademark Association (INTA) to promote the establishment of Intellectual Property Rights (IPR) Centers at the federal level worldwide. INTA hired former Director of the United States National Intellectual Property Rights Coordination Center, Bruce M. Foucart, to draft this document to give interested national governements a step-by-step guide to establish a federal IPR Center using the U.S. example as a basis.

November 27, 2017 - Immigration And Customs Enforcement (ICE) posts an interview with Bruce about Cyber Monday. Typically the busiest online shopping day of the year, with nearly 50% of consumers shopping online. Unfortunately, some cyber Santas are likely to get a holiday surprise they hadn’t bargained on – counterfeit goods.

October 3, 2017 - President Bruce Foucart addressed a class of upperclass men and women at the prestigious Massachusetts Maritime Academy in MA, intellectual property rights enforcement and anti-counterfeiting. This was part of a “transnational crimes” class given by Associate Eric J. Caron.
April 30th, 2017 - Bruce Foucart addressed the Association of Home Appliance Manufacturers at their 2017 Annual Member Meeting in Washington, DC, and spoke of the critical importance of brand protection efforts within industry. Foucart & Associates genuinely appreciates AHAM's hospitality!
January 12th, 2017- Bruce Foucart is interviewed by the Los Angeles Times about the influx of counterfeiting amongst small brands, highlighting their lack of means to tackle counterfeiters. "When you're a small company, there's often no recourse," said Foucart.
